Dec 20, 2012 · In digital photography, the moiré effect stems from interference between fine detail in the scene, and the grid of sensels in the sensor. You can also get a moiré pattern when scaling a picture down for display -- in this case, the interference happens between the fine detail in the picture, and the grid of pixels in the display.

As prevoiusly stated Moire happens when two patterns interact, specially if the two patterns have a "frequency" (read size of the repeating characteristic) close enough to each other.

The reason is that, to get the image to print, the printers have used a technique called halftone. In this process an image is turned into dots of differing sizes and/or spacing that our eyes generally don't see as the dots are quite small.
