However, Dell gives no detail anywhere that I can find that tells me how much power it can receive over the charger? Obviously it won’t be the 240w that the power brick delivers. But can it take the full 100w through the USB Type-C port?

After a service incident where the system battery is disconnected, when the battery is fully discharged, or when the system is reassembled and turned on, an RTC reset cycle will occur.
