Federal rules govern Medicaid programs, which rely on federal funding. However, each state’s programs are tailored to its unique needs and are sometimes referred to by a different name, causing confusion over whether or not the program is Medicaid.

A reduction in the provider tax that funds the state share of Medicaid expansion could spell trouble for hospitals that rely on it.
