When I was there, the Roxy had a general admission area and another for reserved seating. The general admission area was just an open floor, there were no seats. The reserved sections were in the balcony, which surrounds the open floor. It is possible they add temporary chairs for some events, but not the night I was there.
I think the appropriate attire will vary based on the artist performing. As long as you aren’t exposing anything that shouldn’t be exposed, you should be fine.
