Hi Sally! You can for sure purchase tickets onsite with no issues. You might just have to wait in a small line depending on the time of day you go.

The Space Needle tickets are timed entry, and you can visit the Chihuly garden any time on the same day (the tix we purchased were date specific.)

There is no timed ticket per se. You click on the time that you are buying your ticket if you use the kiosk outside. You go in and stay as long as you like. I would say 2 hours is not an unusual amount of time especially if you watch the videos of him and his getting ready for some of his major exhibitions. There are some unusual pieces in the garden. There is also a small cafe. I thoroughly enjoyed the time there. If you like Chihuly's work then this is a must see.
