There's new disabled carparking near the cafe and most the path around the lake is mainly tarmac or at least hardcore. At points it goes right upto the lake side. There is also at least one wide wooden jetty accessible from the path. All that is assuming that fishing in the lake is officially allowed. That bit I can't answer :-)
